The CRC Energy Efficiency Scheme - advice to Government on the second phase (24 September 2010)

The CRC was introduced in April 2010 and specifically targets the emissions associated with electricity and heat use in large public and private sector organisations, and covers around 10% of the UK’s greenhouse gas emissions.

In January 2010, the Committee was asked by Government to provide advice on the level of the cap for the second phase.

This report sets out our advice on the setting of the cap, and recommendations on some aspects of the scheme’s design including:

  • Extension of fixed price allowances into the second phase of CRC.
  • Separation of public and private sectors which will avoid leakage of public sector money into private hands.
  • Focus on Renewable heat Incentive and Feed In Tariff as primary source of incentive for renewable energy generation (adding to the need for tariff rates to be protected in CSR IMHO)
